The most secure arrangement is the least convenient, and a dealer who cannot get to stock quickly will keep it somewhere less secure instead. The workable answer is a documented process with predictable access, rather than maximum security that gets bypassed in practice.
Staff turnover is the operational risk that matters most here. Authority lists get added to as people join and rarely pruned as they leave, and a departed employee retaining access is a genuine exposure that costs nothing to remove and is almost never reviewed.
